Preheat oven to 375.
Lay out fully thawed shrimp with tails out in an 11x17 dish.
Melt butter and add garlic and cook 1 minute. Add lemon juice zest, and whisk until emulsified. Add parsley and parmesan, and pour over shrimp.
Bake at 375 for 11 minutes or until shrimp is opaque throughout.
Serve over rice or angel hair pasta.
